Clackamas County has an immediate opening for a motivated and creative risk and loss control professional. The position is part of a comprehensive, progressive and balanced risk management effort. This individual will assist in ensuring a safe and healthy working environment for County employees. Under direction, he/she will plan, organize, coordinate and administer County risk and loss control programs. High quality communication skills and the ability to collaborate with management and non-management personnel are critical.

This position will have primary responsibilities working with Water Environment Services (WES). WES provides cost-effective, quality wastewater and watershed management services that creates stakeholder value and aims to support a healthy environment and public health. WES operates two Service Districts which have insurance coverage that is separate from the County’s Risk activities.

Competitive candidates will have one or more of the following:

- Five or more years experience working with safety and/ or risk management programs

- Experience working with Occupational Safety and Health Administration (OSHA)

- Designation as Certified Safety Professional (CSP)

- Designation as Certified Industrial Hygienist (CIH)

- Other recognized Occupational Safety/ Health designation

The Department of Employee Services (DES) is an internal service department providing a comprehensive package of human resource services to all County departments. DES has two divisions: Personnel and Risk & Benefits. The Risk & Benefits Division administers the county’s employee

benefits and wellness programs and coordinates worker's compensation, safety and unemployment programs. The Personnel Division provides human resources support to County employees and departments in the areas of recruitment, classification and compensation, human resource information systems, employee and labor relations, training and development, and diversity programs.

Summary of Position: The primary duties of this position are coordinating and implementing riparian enhancement projects involving invasive weed management and re-vegetation with native plants in the Clackamas Basin.

Duties of Position:

Project Management & Technical Assistance - Oversee Council tributary shade project and riparian enhancement activities. Manage field crew completion of riparian assessments and invasive plant removal. Some field work required. Develop and manage contractual arrangements with reforestation crews, invasive weed treatment contractors, native plant stock nurseries, and others as needed to complete riparian vegetation projects. Provide technical assistance in support of watershed planning, sustainable development, and stream restoration projects. Initiate development of a maintenance program for areas planted. Facilitate partnerships with agencies, landowners and community groups to implement riparian planting projects. Take lead in developing proposals for riparian vegetation project funding. Assist in writing grant applications for restoration projects with riparian enhancement needs.

Watershed Restoration / Stewardship - Identify and recommend priorities for riparian planting projects and project sites. Coordinate with Executive Director and Council staff and board team members to integrate project with other CRBC program activities as applicable.

Communication - Present riparian project achievements to Board, corporate sponsor, public, and natural resource professionals, including tours of project sites. Track program accomplishments and project statistics related to projects and use of funding.

Other - Provide support for CRBC Board of Director meetings and office administration activities. Assist Executive Director, other staff, and Council committees with Council projects, programs, events and other activities as assigned. Maintain project equipment.

Qualifications / Requirements:

• Professional experience required in project management for natural resource stewardship programs

• Demonstrated interest in natural resources and community partnerships

• Proficient communication skills

• Computer software proficiency with Microsoft Office programs

• Knowledge of and experience with GIS preferred

• Preference for 4-year degree related to project management, natural resource management, environmental science, or related field

• Available to work evening and weekend hours as may be needed

• Valid driver’s license and reliable motor vehicle

Supervises: Field Crew (1 to 4)

Functions and services

Engineering Services plans, builds, improves, manages, and maintains: water supply and distribution, sewage and drainage, street lighting, traffic signals, streets, lanes, boulevards, sidewalks, beiges, solid waste reduction, refuse collection, disposal, street cleaning and transportation.

Engineering Services contributes to the overall City purpose by providing many services and public works facilities. These range from such fundamental services as water supply, sewerage, drainage, refusal removal, street access, and lighting, to regulatory functions such as traffic control, parking enforcement, transportation planning, and preservation of utility and communication corridors.

It is an objective of Engineering Services to provide these services at minimum cost to the taxpayer and in a manner responsive to the needs of citizens. As demands always exceed funds, it is necessary to set priorities. Engineering Services’ priorities are as follows:

▪ Ensure the safety of the citizens and provide indispensable services;

▪ Protect the City’s vas public investment in its plant

Reporting directly to the City Manager, the role of the General Manager, Engineering will be serving the entire organization and serve citizens. The General Manager, Engineering will be managing the Deputy City Engineer and five Assistant City Engineers. Due to the nature of the organization (service industry) this role will need to look outward, building strong relationships with senior level government both Provincially and Federally as well as with the department.

This role will be responsible for the strategic direction of the engineering department as a whole. The GM will work with the Engineering Services’ to plan, build, improve, manager, and maintain the following services in accordance with policies set by City Council:

▪ Water supply and distribution

▪ Sewerage and drainage

▪ Utility corridor and management

▪ Street lighting and traffic signals

▪ City communications system

▪ Streets, lanes, boulevards, sidewalks, and bridges

▪ Solid waste reduction, refuse collection, disposal and street cleaning

▪ Transportation

As a key member of the Corporate Management Team, the GM, Engineering works with the City’s senior executives to help lead the overall operation of the City. The incumbent will also, provide leadership and mentorship in the training and development of department staff. In doing so, he or she will create a collaborative environment that stimulates, motivates, guides and supports all personnel to contribute fully to the realization of the financial goals and objectives of the City.

Other Responsibilities will included but are not limited to:

▪ Financial management: operating capital budgets

▪ Promoting cooperation among other communities to shape specialized resources

PROFESSIONAL REQUIREMENTS:

• Education and Experience:

o Undergraduate degree in Engineering with a P.Eng.

o A demonstrated track record of success as a senior engineering department role in a large complex public sector organization

• Knowledge, Skills and Abilities:

o Well developed leadership, interpersonal, communication, public process and service orientation skills

o Strong engineering knowledge and skills

o Strategic planning, financial management and resource management skills

o Ability to work with elected officials in pursuit of shared goals

o Ability to operate in political environment with considerable public involvement

o Ability to mange significant change in a complex organization

o Politically astute and sensitive to cultural matters

o Understanding of the City’s governance structure and decision-making process
